The last contest had over 12,000 entries and a rule "You can enter as many times as you wish."

This contest has about 200 entries so far and the rule "multiple entries are allowed."

Go figure

The only reason I can see for DH to do it this way is to up there site traffic. These contests have people posting a ton throughout the entire contest so the site gets a lot of extra traffic and all the spam is contained to a single thread. I don't know why the sponsors agree to this though since they have to dig through all the entries to pick a winner.
