Maybe I am wrong, but I thought it meant there was a service for a fallen Marine. Like the "21-gun salute".

Where is that from? Pretty cool photography.

Civilian car, 3 rifles, a man's hands loading an embloc-clip = 21 gun salute for services. I looked at it too for awhile until I "got it".. the car was a dead give-away that I should have picked up on.

The M1 Garand used embloc clips holding 8rnds each. A WWII/Korean war rifle used today for funeral services and the Civilian Marksmanship Program.

I dont know the origin of the photo, but some guy over in HardOCP's General Mayhem posted it and said something about doing services. It kinda touched me because we just lost a local soldier over in Iraq.. ...when his motorcade passed through town, the police gave him a 21gun, so did the VFW Club another 1000ft away, then some re-enacters gave him one as it passed by. All the police, firetrucks, EMS, and utility vehicles had their lights blazing. All cars and pedestrians came to a stop, not a word was spoken for 4 miles of town. It was the quietest I've ever heard that town in 35 years of my being on earth.

He received another 21gun at grave side.
