Well I'm betting that this thing was sitting in a wharehouse for months (years?) at Buy.com and it sure didn't have any charge when I plugged it in.

If it has a multi-cycle charging system it will maybe be able to restore the battery with time.

Contact Belkin, maybe this is under warranty.

What all have you got connected to the UPS?
If you want more uptime, don't connect your monitor. I have my old 21" CRT connected to my UPS and its power hungry. But I only care if I get 5 minutes to save my stuff (I actually get 20).

My UPS paid for itself a few years ago when most of the country East of Wisconsin lost power. Before the power went out completely we were getting a massive brownout. I went to check on the computer and somehing was burning (electrical smell....) Turned out my UPS took one for the team. APC replaced my unit too, now thats good support!

Not if you have software to automatically save and shutdown your applications and computer.

An update on this...
I did what someone before recommended. I let it charge with no load on it for 48+ hours, then plugged load into it, ran it as normal for a few hours, and then killed the input power. The battery lasted 4 minutes 47 seconds - before the software sent the shutdown syscall (it does it at 5 minutes of no input power). That's rediculously low considering two people confirmed that a 950VA UPS can sustain dual 21" LCD monitors and their PC (similar to mine) for 10-12 minutes.

I wrote an email to Belkin support to see if they have any troubleshooting/diagnosing ideas. Let's see what comes of it.

Did you change the default settings in the software?
