Hi, I just got an HP a7480n desktop. It comes with a TV tuner, but the video quality sucks and I want to get something that will give me a crystal clear picture on atleast a 19" monitor. I can easily purchase an ATI Elite or HD tuner for about a $100, but I like the fact that my computer has RCA ports on the front and I would like to be able to use them because it makes it easy to connect my PS2 to the machine. I opened the machine up and noticed that there is a wire going from the tuner to the RCA ports in the front. I am looking for a tuner that will function the same way with my computer but give me a cleaner, crisper picture.
I did a little research and found that either of these two cards will solve my problem...I just need to know if I will be able to pause and rewind live TV with them....

Isn't it the point of the tuner card? The software has to support pausing.
The cards you suggest are not HDTV, but if you don't use antenna TV, HDTV broadcasts are going to be pretty rare.
If you don't look for HDTV an ATI Theater 550 or 650 card (As well as those Hauppauge)will work without problems.(I think they are about the best TV cards) If on Linux, I think that the 550 is supported in the latest kernels but not the 650 which was just released.
An xtal clear picture is hard to get with a computer monitor with normal NTSC/PAL tv.(It's showing artefacts because there are too much details)

I talked to someone who has an HP media center just a few months older than mine, and he told me that the stock tuner is garbage and he bought the Hauppauge PVR-250 and the quality is "as clear if not clearer" than his TV.
