I grabbed the highest CFM Panaflos I could find. They were 12.99 each.
I got a Vantec Nexus fan controller. It was $16.55.
Anyway, Panaflo makes medium and low-noise fans too if you're not big on the controller deal. I'd really recommend the controller though. It could probably work with cheap fans too.
You need 100k potentiometer to control the speed of a fan.
Also check if it's linear, logarithmic/audio or reversed-log. You want a linear pot. It's going to be marked 100KB on it. (A for log, B for linear, C for reverse log)
It's only about $2 for one at RatShack.
Some fans are noisy because of poor blades or motor humming. Even a fan controller will not help in this case. There are ball bearing fans that, when turned manually, are harder to turn at specific spots. There are going to make lots of motor noise.
