Mostly true. Windows XP actually does come with a utility to extend NTFS partitions called diskpart, it is a command line utility however. It's true that the unallocated space does need to be directly to the right of the partition you wish to extend. I don't use other file systems other than NTFS so diskpart and the functionality built into Vista is enough for me, pretty rare that I need to repartition my drive for something I hadn't planned for.
