No - you probably can't run it at home, well, not unless you have the supporting things like mySQL and PHP installed! 
Best bet is to try it on a hosted account... ahem, like was offered to you...  |

There are free hosting's out there, you'll have to deal with ads though...good for playing around though |

You can play around with it on your own PC, however you'll need to take the time, patience, and strategic searching on Gentoo for help to install Apache, the web server application; MySQL, the database system; and PHP, the languages in which the aforementioned forum software is programmed in.
It's easier to just attempt to find one of those free hosts or go for a cheap paid one (remember - you get what you pay for).
