I have a TRS80 he can have...

Well, I take that back...I had one before I moved.

Anyway, check out NewEgg and look for anything that doesn't have PCI-E.

Many places like geeks.com and outpost.com have motherboard/cpu bundles with things in that range... and generally pretty cheap.

Any good AMD board manufacture is going to be a good Intel board manufacture. Can't go wrong with an Asus.

The rest... depends 100% on budget. If all he's doing is surfing & burning, he could even get a Celeron. (I would never do such a thing, but people do)

tell him to go online and do his own damned research. Razz If it were me, I'd ask him how much he wants to spend and inspect the parts he has presently and then make all the decisions for him and then, when you bring it in under budget, and it's running Halo all nice and smooth, you can tell him it's an AMD.

Yeah buy a P4 case badge slap that on there and just buy an Athlon. After about a week when he is saying he is loving his computer, hint at the fact you put an AMD in there.
