I have a theoretical question:

If you have a HDD that was running in Machine A and will no longer boot at all, nothing, nada, no safe mode, no repair, nothing, can you put this drive in Machine B, boot from a different drive and pull the files off of it?

Can you safe mode admin and change the security rights of the files on that dead HDD?

If not, how does one go about tranfering the files from the first HDD without the "you do not have permission to access these files" crap?

If the drive is unbootable, I'm not sure it will be readable. It sounds like your MFT is screwed.

EDIT: Actually, now that I think about it, the boot sector could be messed up, but the rest of the drive could be ok.

Well damn, I would say use a Linux box, as it dosen't care one way or another about NTFS file permissions, and you will be able to copy the files. I'm not too sure about any windows utilities to recover the files, though.

Are they encrypted files?

Yes, you can read it from another system. You might need to take ownership of it (meaning you need to be logged in as someone with Admin privileges).
