Recently here at work, someone approached me to ask if we have a method to transcribe an AVI file. I have no clue about that. Has anyone heard of something to do that? I know XP and Vista has a text to speech function, and maybe a reverse of that is available like Dragon Dictate. The real snafu is that the app has to 'listen' to a file that it's playing.

I work in the audio industry and I have never heard of any consumer products that can do that. The Dr. makes a good idea though, you could use a speech recognition program like Dragon and just put the mic next to the speaker.
Actually, now that I think about it.... I wonder if Dragon Dictate, or a similar program works off of your soundcard's "recording" input. If so, you could set it to "What you hear" if you have a Creative card, or possible "Wave/MP3" on another card, and see if it can "hear" the avi file and copy the text.
