Odd issuse...

One more thought, How did you check the voltage? A good multimeter attached to a seperate molex would tell if the PSU is dipping or just on the board (which could be bad connector, fried MB regulator or some defective equip.)

No I haven't broken out the meter... I'll just replace the PSU with a known good spare I have. If it still foobars I'll replace the board.

Check in device manager and see what modes the drives are in. Run HD Tach on the HDD and make sure the speed is normal.
