Just guessing, but I'd say it was taken someplace in Europe: France, Belgium, Germany ...maybe. In the 30's or 40's.
The building the in background has somewhat of a gothic theme, which is common in medieval France, England, and Germany during the 19th century, a popular style until the 1930s.
Could be in England too, alot of architecture themes migrated across from the continental mainland.
Other then that, I dont know who took it.

Google for "Le baiser de l'hotel de Ville" by robert Doisneau.
It was taken in 1950 for Time Magasine in Paris.
It has been printed and used to death, you shouldn't have any trouble finding what you want just as long as you're french.

smells fishy to me too. the first time I clicked on the link it came up with some type of sql error. I suppose it could just be coincidence though.
hope everyone's up to date on their security patches.
