he mentioned he is in Paraguay so I don't think Newegg pricing applies =)
regarding your list, the only cpu I wouldn't recommend is the 140w Phenom 9950. They run blazing hot and unless you have an elaborate liquid cooling system, there are better performing options within your budget that you already listed.
