Every software program reports temps and voltages differently because they aren't a difect reading. What is happening is that the hardware health reporting chip on your mother board is using a poorly programmed algorithm to calculate the values and that in turn is read by the reporting software. Some software is programmed better than others with more support for different health monitoring chips and hardware chipsets.

To get the correct voltage values if you're worried about the health of your PSU is to use a quality multimeter and take the reading directly from the output power cables.
