What has Bush done wrong to you?
Got news for everyone, Congress is the one that makes all the changes in government. They're the ones who control the military when theres NO declaration of war, they control and levy taxes, they make the laws that everyone hates.
The President is just the chief law enforcement officer, diplomat and Commander-in-Chief only when war has been declared. |
