The quad will do nothing to improve gaming performance on current games. Future games, possibly. It is going to depend on how well game designers implement multi threading into their games.
I love my quad and will never go back, but I'm only an occasional gamer who uses my system primarily for other things that the quad excels at. (audio/video encoding and folding@home)
I'm not a big fan of your psu, but it should suffice for the near term. If you had money in the budget it would be worthwhile to upgrade to something a bit better. This would be easy if for example, you held off on replacing your 20" lcd and went with a good psu instead. I'm happy with my new 22", but I wouldn't really consider going from a 20" to a 22" a required upgrade. I did it because I had a need for another monitor and saw it as an opportunity to upgrade.
