For now... The General Chat area is accessible to registered members only. If guests come to the forum main index they can see that this area exists, but they can't access it until they register (or login for existing members).
I will still be enforcing the new rules in here, but it may help protect the unexpecting... 
And... I may add a special area, if you know what I'm saying, at which time this area would go back to being fully public...
