Not sure on the shock issue yet. But, still not comfortable with the whole situation.

What is the typical voltage on a front panel LED? If its 5 or 12V, maybe I'll just try to rig it so that a floppy connector powers the LED.

Most common LED's are 2.8-3.3V 12v will make it go poof

The shock and light when off indicates a short between the hot side of the power switch and the bezel, with the off return path through the LED.
you're lucky it didn't do any damage (the QC of cases assembled in third world countries by illiterate children paid a few pennies a day is always questionable)
What is the brand of this fine PoS, as I wish to avoid purchasing one?
