When I was 15 and a half, here in California I could have gotten a permit, and use it to ride a motorcycle, only to school or work…….mom and dad wouldn’t let me, but I started driving with a licensed driver, and got my license on my birthday…….when I lived in England, back in 1974 I rode a motorcycle, and had friends off base that were 15, and they could ride a moped, as long as it’s motor was under 5 horse power……….wobbles
