I'm in California, and like others have posted, I could get a permit at 15.5 that allowed me to drive with a licensed driver in the front passenger seat. The permit was acquired via a written multiple choice test. At 16 I was allowed to take a driving test to get my license. This license, until 18, is a provisional license, meaning basically that if I take some cough syrup I'm over the legal limit to drive, and I get less points on my record before my license is suspended.
To my knowledge the main thing that has changed today is the requirement of signing off for 25 hours of driving, X many of that must be in nighttime conditions (I don't know X). Also they limit who can be in the car with you, to help prevent situations that are known to be accident prone. (I know I feel safer not seeing 7 16 year olds packed in a subcompact barreling down the street)
In my area, speed limits are the usual 25 in residential areas, 15 in areas by schools or down alleys. 35 on busier, multiple lane streets, and 65 on all straight highways. Highways that have more twists and turns, and don't have onramps will typically be 45 to 55. The closest 70 road is the previously mentioned I-5 which has only onramps with a lot of run-up time and typically is very very straight and flat. In southern California I know that there are streches of I-5 that are 75.
Of course, all these speed limits apply pretty much to the slow lane. If you are on a 4 lane highway and are in the left hand lane, expect to go at least 15 over the limit, or be tailgated or high-beemed into the slower lanes. In Central California, they usually don't bother with this kind of behavior, they just pass you on the right side in the hopes that you'll move over after this happens about 4 or 5 times in a 20 second span. Problem is it works, so when I do high-beem someone in the fast lane (because they aren't going the speed limit or they are going slower than the rest of the traffic) they just throw their arms up in confusion and stay put. _________________ Jinsei to uchuu to subete no koate wa.. yonjuuni |
