Yup, American family values, Take the most important tasks we have to entrust to others, and pay them as little as possible.
If they continue to succeed due to hard work/long hours, then cut funding for supplies and support staff, increase class sizes, mainstream kids with learning/discipline problems, and then blame them when grades drop.
Should they still manage to slowly improve, mandate multiple universal tests, and other programs (again without funding) so that much of the class time is taken up 'learning the test' rather then thinking skills., while tying any future funds to the results.
Ahh, yes the stick and the really big stick method.

we pay teachers, police, firefighters, etc. on the low bid method.
and politicians, actors, athletes take as much as they can get away with.
Is it any wonder many kids leave high school having past the tests but with no usable skills or knowledge?
