Go Start>Run>
then type "cmd" without quotes
then type "Format C:"
then press enter
and y for yes

No but seriously, maybe get some Linux Live-CD like DSL (http://www.damnsmalllinux.org/) and delete it that way. It might not work if your using NTFS though.
