For some reason, my Windows/Prefetch folder is always empty lately.
I know there used to be files in there, cause I would delete them once in a while during a troubleshooting session.
I checked the registry and the EnablePrefetch value is set to 3...which is where I want it.
It seems to be enabled but WTF?
Anybody have any suggestions?

Well alrighty then. I figured it out myself .
In case anybody else wants the solution to this problem, just make sure that Windows Task Scheduler Service is enabled.
Who woulda thunk that Prefetch was tied to Task Scheduler?
