With a CPU Fan RPM of Zero (0) we won't have to worry long about you being at 3GHz now will we???

Played an hour or so of games and got the case to 38 and the cpu to 41... Not bad!!

400 over is decent, but shouldn't a P4 get more? Or is it just certain ones?

Sure, it SHOULD get more... I haven't even tried... I moved the fsb up to 220, then 230 and here is where I am... No adjustments to any voltages, or anything... I will be getting more serious later, but I wanted to hit 3GHz, and it was easy... Gonna let it ride here for a day or so for benching, etc... And some games...

Pumping up the voltage on a P4 is generally a bad idea, but fortunatly they rarely need it.
I would expect you should be able to hit 3.2+ with that chip using wa-wa, if your M/B, suports it and your other componants can keep up.
